The 2015 Fall Report of the Auditor General of Canada was tabled in Parliament today. Chapter 6 of the Report considered whether Employment and Social Development Canada and the Social Security Tribunal made decisions regarding Canada Pension Plan Disability (CPPD) benefits in a timely manner. The Report covers the period from April 1, 2013 to May 15, 2015, a challenging period for the new Tribunal. The Tribunal takes the Auditor General’s recommendations very seriously.

Since the Tribunal opened its doors on April 1, 2013, it has received almost 17,000 CPPD appeals, including the 6,585 appeals transferred from the former tribunal. As of February 1, 2016, the Tribunal had concluded a total of 12,000 appeals, resulting in a current inventory of 5,000 active appeals, which constitutes a manageable caseload for the Tribunal.

Therefore, on December 1, 2015, the Tribunal announced a service standard whereby 85% of new appeals will be decided within 5 months of parties being ready to proceed. This standard is possible as a result of improvements to systems and processes and having a full complement of members.

The Tribunal members and staff are working hard to continue to improve the timeliness of decisions and our monitoring and reporting systems as recommended by the Auditor General.
